It would be possible from the point of view of

the maintenance of order for me to leave early in

September. There is however strong objection, on the

part of the Unofficials, to my leaving so long as the

position remains abnormal, I have dealt with this in

my other telegram of even date. The determining factor)

is what may be done by His Majesty's Government. The

economic difficulties are almost certain to lead to

internal troubles how soon I can't say) if no action

is taken and if there is a continuation of the boycott.
